Avis is a district Lifted high into the sky on artificial wings. This achivement was brought about by Warlord Hanato, but this achivement didn't come overnight.
Avis is a series of giant airships built around the very ground, with the express intent to shelter the districts nodes high in the air, each of its flagships houses one of the nodes for the district, its full of sturdy rope bridges strung up between hanging homes and buildings from the underside of the district, below are swirling hordes of elementals on the lookout for fools who fall or drop trinkets, intendingly to catch anything as fair game.
its elementals are empowered by the wind and swim through the sky, they help hook the rope bridges together and they tow the sanctuaries when its power runs low, they are generally kindly, taking the form of sea creatures and birds, SOME dragons do make roost in Avis, but they are rare
The Topside of Avis is Military, holding the countries wings and armies, gotta go rq
Avis flies constantly to avoid other districts like Electra, Versa, Nixtorm and Cragspur, who could challenge them in the sky, and land semi often to recharge their nodes, when not worried about lords, Avis follows the best weather it finds
Before Warlord Hanato had control of the district, it was controlled by Urana Azor, who had Warlord Hanato as an advisor
